The Clark Public Utilities River Road power plant uses clean natural gas to generate 35 percent of the power CPU provides to its customers. It’s a wonderful way for them to meet demand when our hydroelectric dams can’t produce enough electricity.
The Washington state Climate Commitment Act requires those who buy fossil fuels, including natural gas, to buy “carbon credits”. Customers like you and me, and Clark Public Utilities are charged by NW Natural Gas, who has to buy those carbon credits. We’ve seen electric prices jump by double digits here in our state. A recent news article spoke about possibly a 40 percent increase in residential electricity prices.
Citizens can reverse this by voting “yes” on I-2117. This will eliminate the Climate Commitment Act, allowing us to save on our electricity costs.
Additionally, people can support I-2066. It will reverse the state’s ban on natural gas for home heating, cooking and for businesses like Clark Public Utilities.

Hello, folks. John Ley here. I’m in front of the Clark Public Utilities River Road power generation plant. They use clean natural gas to generate electricity for our homes and our businesses here. But there’s a problem. The Washington State Climate Commitment Act requires businesses like Clark Public Utilities and Northwest Natural Gas to buy carbon credits. $2 billion was taken out of the pockets of these businesses last year, driving up the cost of your utilities, both your electricity and the natural gas you use for home heating and home cooking.
We can support I-2117 and repeal the Climate Commitment Act. That will lower the cost of living for so many people. And it will include dropping the cost of the electricity Clark Public Utilities generates for your homes and our businesses. There’s another thing you need to be mindful of. There’s a separate initiative I-2066. It was passed to ultimately ban the use of natural gas in our homes, and later on in our businesses.
That too needs to be supported by voters because we believe in energy choice. Furthermore, if it goes to its logical conclusion, while it’s only new construction starting in 2035, the intent of the people that pass this legislation is going to require a retrofit in your homes and in our homes. That would cost tens of thousands of dollars. Additionally, many builders have said it will add tens of thousands of dollars to the cost of a new home if they can’t use natural gas for heating and cooking.
